Tunisian Universities gathered in Barcelona for a field visit on governance of financial management and information system

In the framework of the SAGESSE project and in particular the work concerning the modernization of the communication and information system with the use of ICTs and the development of a e-administration unit for a good financial and technical management, 33 directors and deputy directors on financial management and information systems managers of the 13 Tunisian universities, together with the Ministry and IEAQA (National Tunisian Agency on Quality Assurance and Accreditation) traveled to Barcelona to take part in the first field visit to the University of Barcelona, which focused on governance and financial management as well as data management of the information system.

Presentation sessions and open discussion of the working groups were provided by the heads and directors of the University of Barcelona on governance and financial management and on governance and data management of the information system.

The idea of this visit was to present the case of the University of Barcelona, focusing on the aspects of the implementation of the strategies and the management problems encountered, as well as the institutional mechanisms to solve them.

Two working groups discussed the problems of universities in Tunisia in relation to these themes and their approach, especially the concrete problems of Tunisian universities.

The working session included the following questions:

a) What are the differences between the European cases presented and your university?

b) What are the fundamental aspects that should be improved and how?

c) What management elements of those presented by the University of Barcelona seem useful for your institution and how to implement them?

At the Barcelona field visit, an external expert from the University of Montpellier, member of UNIMED and in collaboration with the University of Barcelona, also intervened to share his experience in the field.

Two more field trips to Rome from Sapienza University in Rome and Paris from Paris1 Panthéon-Sorbonne University will be organized very soon.

The results of these trainings and visits will be integrated, following a "cascade" effect in the institutions themselves through local training workshops that will be developed directly by the beneficiaries of the training.

A third mid-term meeting of the project was also held in the same week in Barcelona on 2-3 October, which had the objective of being updated as a partnership, on the progress of the project activities, thus to define a whole series of actions to start for the next year and to start thinking about the durability of the project and the future of the achievements of the project. The objective of this working meeting was also to reflect together on how the work planned by SAGESSE can really support the reform process initiated by the Ministry for strengthening the governance of Tunisian universities.
