In Sousse to discuss about university autonomy and strategic planning for the benefits on Tunisia HEIs

On 5th and 6th March 2019, in Sousse (Tunisia), the President of Sousse University, prof. Ali Mtiraoui, the Vice-dean of the Faculty of Medicine, prof. Olfa Bouallègue, the Director of the International Cooperation Division of the Higher Education and Scientific Research Ministry in Tunisia, prof. Ben Ammara, the National Erasmus Plus office coordinator, prof. Adel Alimi, the UNIMED Secretary General, prof. Hmaid Ben Aziza and the UNIMED Director, Dr. Marcello Scalisi, welcomed 60 participants from the Tunisian (all the 13 public universities, the Ministry of Higher education and Scientific Research and the Tunisian Quality Assurance and Evaluation Agency) and EU partners (Siena University, Sapienza University of Rome, Barcelona University, Paris 1 Panthéon Sorbonne and CESIE) for the 2nd mid-term management meeting of SAGESSE project, coordinated by UNIMED.

In a year this is the third time that the partners from SAGESSE project, meet each other to closely follow up on the activities they are running, after the KoM meeting launched in Tunis on January 2018 and the 1st mid-term management meeting, held in Paris in July 2018.

Tunisian universities shared their feedback and perspectives on the Training Week of Siena, held in December 2018, targeted at the internal staff of Tunisian Higher Education Institutions and aimed to increase participants’ skills in terms of quality assurance and strategic planning.

During the two days of working, the partners have been discussing the further training workshop to be realised in Tunisia between April and June on strategic planning and budget planning and the follow up on the implementation of their strategic plan in November this year.

A set of field visits at the EU universities will also be organised targeting the financial and administrative staff of the universities.

SAGESSE frames in the process of the higher education reform in Tunisia and seeks to accompany the Tunisian institutions in this process of improving the university governance and the institutional autonomy.

SAGESSE aims at :

  • Creating an integrated system of quality definition and control by involving the whole institution for designing and implementing new decision-making and management procedures by strengthening academic, non-academic and management staff competencies.
  • Designing a good governance framework to promote the establishment of a Higher Education e-administration Unit which will propose an innovative, efficient and more autonomous financial management structure.
  • Fostering a commitment at all organisation levels to support the decentralization management process by capitalising HEIs expertise and experiences in quality assurance to encourage the adoption of strategical planning through the production of action plans.
  • Acting on future policies in order to consolidate, improve and develop new quality assurance mechanisms. Recommendations will be elaborated from experiences gained during the implementation activities of the project and will be addressed to national, regional and international public authorities to be to taken into account and to be helpful to facilitate the Higher Education system management.
